Every year, we request readers to name their best and worst personalities, events and issues

By Charles Wendo

Every year, we request readers to name their best and worst personalities, events and issues. Early this month, we distributed the questionnaire in the newspaper. The readers returned a total of 6,220 entries, of which 4,160 were analysed. The rest were disqualified for various forms of dishonesty.

Man of the Year
For the eighth consecutive year, President Yoweri Museveni, topped the list. He was nominated by 2,056 respondents for good governance, fighting AIDS, universal primary education, securing peace in most parts of Uganda and brokering peace in other countries.
Sports tycoon Michael Ezra came second for the second consecutive year, nominated by 1,859 readers. They credited him for being rich, supporting sports, raising Uganda’s image by attempting to buy Leeds Football Club and fighting corruption in sports.
A Makerere University don, Dr Augustus Nuwagaba, was the third with 341 nominations for researching on poverty. Some nominees referred to him as a doctor of poverty.
Fourth was Kabaka Ronald Muwenda Mutebi of Buganda, with 98 nominations for fighting for federo. This was a three-fold increase from 32 nominations last year. The Buganda Katikiro (prime minister), Joseph Mulwanyamuli Ssemogerere, followed closely with 58 votes.
The Vice President, Prof Gilbert Bukenya, was sixth with 38 nominations for promoting farming and fighting poverty.

Woman of the year
This position also went to State House. The First Lady, Mrs Janet Museveni leapt from second position last year to the woman of this year, with 1711 nominations. Readers credited her for fighting against AIDS, promoting virginity fidelity, helping orphans and fighting for widows, educating the youth, organising crusades and being considerate.
The second best woman was Mrs Betty Bigombe, nominated by 508 readers for playing a central role in negotiating a peaceful settlement of the northern Uganda war and risking her life for the good of Uganda.
Third was the deputy parliamentary speaker, Rebecca Kadaga, with 405 nominations. She was chosen for discipline and handling parliamentary debates well.
The Nnabagereka (Queen) of Buganda, Sylvia Nagginda, came fourth with 172. She was credited for gentility, consoling orphans, advising about AIDS, helping the poor and starting a dance school.
Fifth was Mbarara Municipality MP Winnie Byanyima with 123. She was acknowledged for being a strong woman, outspoken, an active in various fields, scooping an African Union job and supporting her husband. However, the biggest number named her as the worst woman of the year.
Defence state minister Ruth Nankabirwa was the sixth. Ninety-three readers voted her for being courageous and fighting a man in Parliament. However, she was also voted second worst woman.

Worst man
Joseph Kony, whose rebel group is well known for cutting off people’s ears, noses and lips, abducting young girls and turning them into sex slaves and butchering hundreds of people mercilessly, was the undisputed worst man, according to readers. A total of 1,808 respondents said so. Even last year he was voted the worst man.
Next to Kony was Ken Lukyamuzi, Lubaga South legislator, with 383. Respondents accused him of attempting to censure the speaker wrongly, lousiness in Parliament, being unprincipled, gambling with politics and being abusive. He moved from the third worst last year.
Odonga Otto, the Aruu County MP, followed Lukyamuzi with 309. He was criticised for fighting in parliament. Some respondents were particularly concerned that he fought a woman. Others mentioned bad leadership.
Exiled Kizza Besigye was named by 81 respondents, making him the fourth in this category and maintaining his position of last year. They accused him of working against Government, forming a rebel group, supporting the Lord’s Resistance Army of Joseph Kony and escaping from Uganda.
Fifth in this category is the remanded property dealer Patrick Kasulu, who is accused of cheating more than 100 people in land deals. Seventy-five respondents named him as their worst man.
Former Big Brother Africa Housemate, Gaetano Kaggwa, who allegedly had sex during the reality TV show, came sixth, named by 54 respondents. They accused him of scandalising Uganda. Last year he was second to Kony.
While 2,056 respondents thought President Museveni deserved to be man of the year, 44 named him as their worst man. They accused him of not wanting to leave power, abusing MPs and failure to end the 18-year-long war in northern Uganda.

Worst woman
Mbarara Municipality MP Winnie Byanyima was chosen the worst woman with 335 entries. The respondents accused her of abandoning parliament and her constituency, receiving payment without being in parliament, stubbornness, being anti-Government, not being a good mother and supporting her husband’s acts against Government.
Next was the state minister for defence, Ruth Nankabirwa, with 312. Respondents accused her of causing an embarrassment by fighting in parliament, indiscipline, being confrontational and her proposal to enlist witchdoctors in fighting Kony.
Former Vice President Dr Specioza Kazibwe followed closely, with 305, for divorcing, publicising her domestic wrangles, taking too much money from Government for her education and bungling the valley dam project. She was also accused of being arrogant and a bad wife.
Outspoken MP Salaamu Musumba was fourth, with 238. She was accused of arrogance, behaving inappropriately towards fellow MPs and lacking good manners.
The fifth was the Minister of Justice and Constitutional Affairs, Janat Mukwaya, with 191. She received barbs for betraying the Buganda Kingdom, government, losing court cases under her leadership and bragging.
Electricity shortage and load shedding created much contempt for energy minister Syda Bbumba, who was named by 185 respondents as their worst woman.
