By Josephine MaserukaFundamental change. That is what Kabaka Ronald Mutebi II has promised in an imminent Cabinet reshuffle.Mutebi last Friday told the 52 Buganda clan heads and Mengo ministers that he was planning a big reshuffle, the biggest in his 10-year reign.Said Mutebi in Luganda, “Njagala okubategeeza nti mangu ddala ngenda kulangirira enkyukakyuka ez’amanyi mu bakungu bange e Mengo ng’essira lissiddwa ku nsonga eziwerako.”(I will soon make major changes in my cabinet based on several crucial issues). He said the issues include developing the education sector and accountability for kingdom funds. The urgency of the matter was exemplified by Mutebi holding an extra-ordinary meeting of kingdom leaders, including Katikkiro Joseph Ssemwogerere. The 10-year Buganda Kingdom Development Strategy stressed the issue of a smaller remunerated cabinet for efficiency. The Kabaka urged clan heads and Mengo officials to sensitise Baganda on the federal (federo) system of government. He was happy to note that the Movement Secretariat had recommended a comprehensive study of the system.
