Box 250, Kasese to reach him not later than 15.02.2002.Serving officers should route their applications through their Heads of Departments who must be informed of the closing date to avoid delay.Applications should be submitted in Triplicate on PSC Form 3 which may be obtained from the Chief Administrative Officers, Secretaries of District Service Commissions or the Public Service Commission in Kampala.Handwritten applications with detailed curriculum vitae are also acceptable. Job Title: Community Services Co-ordinator (1 vacancy)Ref: K/DSC/156/1/2002Salary Scale: U3Minimum qualifications: A Bachelor of Arts or Social Sciences (Hons) from a recognised university plus at least 3 years working experience in any of the areas related to community services department e.g. gender, community, probation and welfare, etc. Should have thorough working knowledge and experience of running a large organisation with diverse activities.Duties: Responsible to the Chief Administrative Officer for the management of the department. Assist and advise on policy matters as a Senior member of the District Management Team. Ensure effective liaison with other agencies in the District involved in community activities and programmes. Manage and direct a team of community services specialists in the areas of community development, social, cultural transformation, welfare, women in development both at the District Headquarters and at the sub-county levels. Supervise all community based rehabilitation and vocational training institutions, children's remand homes, approved schools and any other reception centres in the district. Manage the discharge of statutory obligations regarding community care, protection and welfare.FINANCE DEPARTMENT2. Any other professional qualification which may be adjudged by Public Service Commission in consultation with the secretary to the Treasury and Permanent Secretary, Ministry of Public Service and the Institute of Certified Public Accountants of Uganda.Duties: Verifying payment vouchers in accordance with the laid down rules and regulations. Collecting of financial estimates. Determining aggregate expenditure. Supervising revenue collection processes. Control of the vote, imprests and deposits. Have demonstrated an aptitude in handling public financial transactions. Have demonstrated the ability to supervise and train junior staff.Duties: Processing and verifying financial documents in accordance with existing financial rules and regulations. Job Title: Principal Personnel Officer (1 vacancy)Re-advertisedRef: K/DSC/156/4/2002Salary scale: U2Minimum qualifications: Bachelor of Arts (Hons) Degree from a recognised university in Social Work and Social Administration or B.Comm (management option) or other Social Sciences with Personnel Management as one of the subjects. A Diploma in Human Resource Management or membership of a relevant professional body will be an added advantage. He should have at least 3 years working experience as Senior Personnel Officer or equivalent rank. He should be knowledgeable of civil service regulations governing personnel management. He should have developed interpersonal skills and capable of working as both a member of the district's management team and motivator of a small professional team, with ability to coach and develop sub-ordinates effectively.Duties: Responsible to the Chief Administrative Officer and acts as his/her Chief Technical Advisor on all matters pertaining to Human Resources Management. Ensure an effective manpower plan, promotions, dismissals, retirements and transfers in the district. Manage the establishment and staffing control systems and administration of the payroll, in liaison with the Finance Department. Co-ordinate staff appraisal, management development matters relating to technical and professional training and its impact on the manpower plan. Manage the establishment, welfare functions and keep custody of records on personnel matters. Any other duty as may be assigned by the Chief Administrative Officer.5. Job Title: Senior Economist (1 vacancy)Ref: K/DSC/156/5/2002Salary scale: U3Minimum qualifications: An honours Bachelor of Arts or Bachelor of Science degree majoring in Economics or Economics with Statistics from a recognised University. Candidates must have proven practical experience of not less than five years.Duties: The successful candidate will assist in the running of the planning unit for: Project analysis and costing. Priority setting in the district. Researching into the present infrastructural layouts with a view to suggesting any modifications. Layout training priorities and approved plan drawings and models. Participate in budget discussions for the district. Analyse all data collected from the field for eventual evaluation and interpretation. Co-ordinate plan proposals and advising on priorities for optimum utilisation of resources. Any other duty as may be assigned by the head of the Planning Unit.6. Job Title: Population Officer (1 vacancy)Ref: K/DSC/156/6/2002Salary scale: U5b-4Minimum qualifications: A Bachelor of Arts degree from a recognised university either in Social Sciences (Sociology, Economics, Geography) or in Statistics. Should have experience of managing and motivating staff, and well developed interpersonal skills.Duties: To provide technical advice and support on population policy laws and regulations, to co-ordinate and manage population matters. To collect and disseminate population data and information. Drawing population strategies and action plans for the district. To integrate population factors into development planning by collection, analysis and use of population data in planning. To increase the understanding on the relationship of population and development and strengthen the capabilities of the district and lower level staff and the District Development Committee. Any other duty as may be assigned by the head of the planning unit.7. Job title: Parish Chief (9 vacancies)Ref: K/DSC/156/7/2002Salary scale: U7Minimum qualifications: 'O' level or 'A' level certificate and should preferably have a working knowledge of the local language.Duties: Collects taxes, rates and rents where levied and in accordance with assessment and issues tickets and receipts as appropriate.
