SIR—I read with dismay the articles that Uganda had resumed export of wildlife. It clearly portrays the kind of “technocrats” we have in government offices and their lack of planning.

Why does UWA give quotas of animals not found in Uganda? Is this not encouraging smuggling? Why does UWA lift the ban when it has not worked on its control measures? UWA "depends on the integrity of the traders and their experience". How can the suspect be the jury and judge in his own case? Why lift the ban in the first place? Why did Mr. Tindigarukayo go to the press for an interview when he did not know the number of permits he issued on behalf of CITES in 2001? Prof. Rugumayo, please step in before the situation gets out of control because your reputation is at stake. Both UWA and Ministry of Tourism fall under your docket. B. Kamukazi Kampala
