The New Vision recently learnt that the culprits use local council leaders to authenticate their claims, which they forward to the army for clearance and payment.A source in the UPDF confirmed that such cases were rampant. The source said the army was scrutinising the orphans to fight the evil. The New Vision learnt that the Kabarole Resident district Commissioner (RDC), Canon Benon Rullonga, recently stopped a man only identified as J. Kizito from operating the bank account of the late Lt. Emmanuel Nsubuga. Kizito, a relative of Nsubuga, had reportedly presented a list of orphans including fake ones to the RDC’s office. He also tried to sell the plot and house which belonged to the deceased in Fort portal.Nsubuga’s widow petitioned the RDC’s office after learning of Kizito’s plans. Rullonga warned that his office would take stringent action against relatives of deceased soldiers who fraudulently draw their benefits.
