BY VISION REPORTERS STATE minister Agard Didi was yesterday thrown out of the House for unparliamentary dressing.Clad in a casual desert-green kitenge shirt and a dark pair of trousers Didi, the State Minister in- charge of the Northern Uganda Reconstruction Programme (NURP), entered the chamber with a bundle of files and mail as the House was considering a ministerial statement by internal affairs minister Eriya Kategaya. Shortly thereafter, Capt. Charles Byaruhanga (Kibaale) shot up on a point of order. “Hon. Speaker, is it in order for the Hon. Agard Didi to appear as if he is going to reconstruct northern Uganda?†“No. He is out of order,†Speaker Edward Ssekandi ruled.
