LIBYAN leader Col. Muammar Gaddafi’s honorary doctorate degree award is unlikely to be the highlight at the April 5 graduation ceremony, after Makerere University senate this week again remained undecided on the proposal.

Gaddafi was reportedly nominated for the award by State House.The academic registrar, Sebastian Ngobi, who is secretary to the honorary awards committee, refused to comment on the issue. He referred The New Vision to Ssebuwufu who was yesterday reported in a meeting at the National Environment Management Authority where he is board chairman.
