KASESE – The district council chairman, Yokasi Bihande, has said illegal guns are still in the hands of the residents. “Some of the guns were given to tycoons who feared for their lives during the ADF rebel war,” he said. Bihande, who was speaking at the Catholic Social Services Hall after swearing-in, said some army officers gave out the guns without proper records.Ends
