The police in Ibanda have arrested a 52-year-old man who is alleged to have set up a personal prison in which he was confining people, reports Allan Turyaguma. The regional police commander, Edward Ochom, said on Monday that Joseph Lwanga was arrested after several residents complained that he had a cell in which he detained and tortured people for days.Ochom said when Lwanga’s residence in Ibanda was raided by the police, they found Hussein Makanga who had been detained there for three days and set him free.“What Lwanga was doing is very illegal and unacceptable. There is no individual who is supposed to own a prison,†he said.Makanga had allegedly stolen Lwanga’s bicycle.Ochom said Lwanga should have taken Makanga to the police or other authorities instead of confining him at his residence.He said Lwanga would soon be taken to court to be charged with abduction and unlawful confinement.Ends
