THE Government is working out a programme aimed at upgrading slums in the country, state minister for housing Capt. Francis Babu said on Monday.
“Kenya and India have started implementing the Istanbul Declaration that advocates the development of cities without slums and their people are doing very well in terms of living,” Babu said.
“Uganda is adopting the declaration which aims at helping the poor people who live in slums to get proper dwelling with amenities like sanitation, among others,” he said.
Babu was meeting slum dwellers from the UK, South Africa, India and Kenya at his office in Kampala.
He said under the programme, the Government would buy land and allocate it to the poor.
“The Government should help KCC and other urban authorities to come up with programmes that will support the low-income earners and have a decent life,” Babu said.
But he said the problem with Ugandans was that when the Government gave them land, they would expect the Government to develop it as well. Ends
