AFTER five years of planning, the Government has released its blue-print of the Plan for Modernisation of Agriculture (PMA).

Agriculture, animal industry and fisheries minister Dr. Kisamba Mugerwa said the necessary infrastructure had been put in place.

“We came here to inform you that the long-debated PMA is finally on board. PMA is the longest debated programme. We already have programmes being implemented in health, education and rural electrification,” Kisamba said.

He said, “We are not copying. This is original Kisamba Mugerwa brain. It has cost me sleepless nights, I am glad it is now being implemented.”

Kisamba denied allegations that the programme lacked cooperation from donors and that donor enthusiasm had declined.

He said donors appreciated the plan because they discussed its formulation and the African Rural Development Bank was ready gurantee loans.
