THE MP for Samia Bugwe North, Aggrey Awori has said Operation Wembley, headed by Col. Elly Kayanja, is now being used for political harassment other than tracking down criminals.
Awori said whereas Operation Wembley has the blessing of President Yoweri Museveni, it was constituted contrary to the provisions of the Constitution.
Awori was on Tuesday discussing a paper titled ‘Crime Prevention and State Responsibility: An Overview of the Conduct and Performance of Law Enforcement Agencies in Uganda during the national conference on democracy and human rights organised by the Foundation for Human Rights Initiative at Kampala Sheraton Hotel.
Amos Ngolobe, the Deputy Director of Public Prosecutions, presented the paper.
Awori lashed out at Lt. Gen. Elly Tumwine who is to preside over the recently constituted Court Martial to try suspects arrested by Operation Wembley operatives.
He said Tumwine had no legal background to head the Court Martial and equated the Court to one which early this year ordered the execution of two soldiers accused of killing a Catholic priest in Moroto.
“I doubt his (Tumwine’s) competence in matters of law. What I know is that he is a fine artist and a legislator. That Court will be operated like a kangaroo court. President Museveni tried to force the Judiciary into it, but they refused, although I hear that some lawyers accepted to be in it,” Awori said.
He said Operation Wembley had usurped the power of the Police by arresting civilians.
“The Army through Operation Wembley is encroaching on the territory of the Police,” Awori said. Ends
