THE overall commander of Operation Wembley, Col. Elly Kayanja, has left for an advanced military training course in Russia, security officials have said.

Kayanja, also the Deputy Director General of Internal Security Organisation (DG-ISO) left the country for Russia on Friday for special operations and counter-terrorism course, the sources said yesterday.

The Deputy Regional Police Commander, Kampala extra, David Magara is now the new Operation Wembley boss for the one-month Kayanja will be in Russia.

Magara has been Kayanja’s deputy in the fight against armed gangs in the country, an initiative launched by President Yoweri Museveni in June this year following a series of murders and robberies in Kampala and upcountry towns. Over 400 suspects have been rounded up, arms and suspected stolen property recovered.

A senior security official said Kayanja was invited to Russia by KGB Committee for State Security, through the ministry of foreign affairs with consultations for the Ministry of Defence.

The course includes modern warfare, antiterrorism techniques and prevention of genocide, among others, a source said.
