What Does Professionalising The Army Mean?

SIR— I wish to express my views about the suffering the army is going through, especially soldiers in 405 Brigade under Lt Col Patrick Kiyingi. The brigade has been shifted from Kotido town to the remotest part of the district where water is scarce. As a result, soldiers roam like camels in the Sahara Desert in search of water.
Secondly, payment of salary is delayed until 15th - 20th of the month, when the headquarters in Bombo as early as 1st or 2nd of the month. The O/C salaries picks the drafts but branches to his home village in Kumi for at least a week after which no action is taken by the administration.
Lastly, I have been hearing of professionalisation of the army. Is that what they have been talking of? If not, I beg
for intervention by
the higher authorities.
