Uganda Coffee Development Authority (UCDA) is not responsible for procurement and distribution of coffee plantlets to farmers, the UCDA has said.
UCDA managing director, Henry Ngabirano said in an interview yesterday, that the authority to procure plantlets, “Is left to district chairpersons, MP’s, NGO’s and other community based organisations basing on the availability of the coffee seedlings, absorption rate of the district and the incidence of the coffee wilt disease.â€
He said that suppliers of plantlets to sub counties are identified by a committee including LC5 secretary who is the chairperson, the district agricultural officers, and the district coffee coordinators.
Ngabirano was reacting to allegations by some private nursery operators that UCDA officials were biased in the procurement and distribution of the plantlets by favouring certain nursery operators who are their relatives and others that are politically well placed.
Ngabirano said another approach of coffee village’s establishment had been incorporated where UCDA allocates coffee to an LC1 to establish a coffee village where willing farmers have a minimum of 200 trees each.
