The Government of Uganda has embarked upon a 10-Year Road Sector Development Programme - RSDP (1997 -2006) for the maintenance, rehabilitation, upgrading and/or improvement of the country's road network.

The Government of Uganda has embarked upon a 10-Year Road Sector Development Programme - RSDP (1997 -2006) for the maintenance, rehabilitation, upgrading and/or improvement of the country's road network. For the effective implementation of the programme, estimated to cost US$ 1.5 billion equivalent, Government intends to establish an autonomous Road Agency by the Year 2003.As part of the overall strategy to promote growth and poverty alleviation, and consistent with the goals of its reform strategy, the Government of Uganda through the RSDP has pursued among other things, the policy, monitoring and regulatory roles of the Ministry of Works, Housing and Communications including consumer protection in safety and environment management.In order to fulfil its objectives, Government under a credit secured from the International Development Association (IDA) towards the cost of the Road Sector Institutional Support Technical Assistance Project (RSISTAP), under which the Road Agency Formation Unit (RAFU) is being financed, hereby invites applications from suitably qualified individuals for the positions of Accountant (1) and Personnel and Administration Officer (1).Only individuals who are nationals of the World Bank member countries are eligible to compete1. ACCOUNTANT (1)The candidate for the post of Accountant must be a mature, responsible, organized and highly motivated person, capable of executing his/her duties with minimum supervision.Reporting to the Senior Administrative Officer and under the overall supervision of the Finance and Administration Manager, the Accountant will provide appropriate accounting and financial management skills by carrying out the following duties and responsibilities:- Maintain the Vote Book.- Prepare Treasury Development Budget Commitment Control Schedules.- In liaison with the Engineering Division, prepare and update cash flow requirements for ongoing projects.- Prepare and maintain the Staff Payroll in compliance with statutory requirements.- Prepare and maintain accounting records to conform to generally acceptable accounting standards.- Preparing payments including checking vouchers and supporting documents for accuracy.- Prepare periodic financial and management reports.- Prepare withdrawal/disbursement applications for projects in accordance with the laid down procedures.- Put in place initiatives that enhance results oriented management and corporate culture.EXPERIENCE AND QUALIFICATIONSThe individual should have a University Degree in accounting preferably a Bachelor of Commerce (Accounting). A professional accountancy qualification from a recognised institution will be an added advantage.- Must have at least five (5) years working experience in a similar job in a Government Organisation or a reputable private firm.- Should have good skills and experience in computer applications. Knowledge of spreadsheets and accounting packages is essential.- Familiarity with the World Bank and other donors' procedures will be an added advantage.2. PERSONNEL AND ADMINISTRATION OFFICER (1)Reporting to the Senior Administrative Officer and under the overall supervision of the Finance and Administration Manager, the Administrative Officer (Personnel and Administration) will act as RAFU's Public Relations Officer and backstop the human resources management and development and general administration functions.He/she should possess good communication, reporting, interpersonal and public relations skills.He/she will carry out the following duties and responsibilities:- Act as RAFU's Public Relations Officer. - Responsible for the production of RAFU's News Letter. - Co-ordinate the production of the RAFU Annual Business Plan/Workplan. - Arrange general staff meetings, workshops, seminars, and press releases, etc.- Arrange staff inland travel and travel abroad.- Assist in preparing quarterly and annual progress reports.- Handle staff welfare.- Supervise support staff (Receptionists and Office Assistants).- Liaise with management to carry out annual training needs assessment exercises and develop corresponding training plans reflecting appropriate skills development and upgrading initiatives.- Responsible for general office management.EXPERIENCE AND QUALIFICATIONSThe individual should have a University Degree in Social Sciences or its equivalent from a recognised institution. An advanced degree in Human Resources Management/Development, Mass Communication or a related field will be an added advantage.- Must have at least five (5) years related work experience in a reputable organisation.- Should possess skills in general administration and handling office logistics.- Must have practical experience handling human resource management and development issues.- Should possess good, proven report writing skills.- Should possess good experience and skills in computer applications.- Familiarity with the World Bank and or other donors' procedures will be an added advantage.3. DURATIONThe successful candidates will be employed on performance contracts for a period of 12 months, which, subject to satisfactory performance will be extended up to a maximum of 2 years.4. SELECTION CRITERIAA selection Board will be constituted to evaluate applications and select candidates.Candidates will be selected in accordance with the following criteria:i) their general qualifications (general education and training, length of experience, positions held, experience in developing countries) (30 points);ii) adequacy for the assignment (education, training and experience relevant to the assignment) (60 points); andiii) experience in the Region (knowledge of local conditions, administrative systems etc) (10 points).Candidates scoring 80 points or more will be invited for personal interview.6.
