The Ministry of Health STD/AIDS Control Programme has received a grant from the US Centres for Disease Control (CDC) to support a Cooperative Agreement for the Expansion of HIV/AIDS Surveillance, Care and Support activities in Uganda. Some of these funds will be used to support Human Resource capacity development at the Ministry of Health Headquarters. In line with this, the Ministry wishes to recruit suitable, well-motivated, energetic, reliable and experienced individuals to fill the following positions on full time basis. The positions are for 5 years on one yearly renewable contract depending on one's performance. The duty station will be MOH headquarters with a lot of work in the field that requires a lot of travel. Due to this, the officers should be young (aged 35 years or less). Interested candidates can apply to the Permanent Secretary, Ministry of Health, P.O. Box 7272 Kampala. Closing date of applications: 6th February, 2002. Position 1: Medical Officer Care & Support Unit Location: STD/AIDS Control Programme, MOH Headquarters. Qualifications and Experience Required The successful candidate should have: - Basic training in Medicine with a Bachelor degree in Medicine and a Bachelor degree in Surgery (M.B.Ch.B.) plus a postgraduate degree in a health related field. - At least 3 years experience in the implementation of Public Health Programmes. - A demonstrated competence in use of Computers particularly word processing software and spreadsheets Job description: The successful applicant will work closely with the Senior Medical Officer, Care and Support Unit under the overall supervision of the Programme Manager STD/AIDS Control Programme to perform the following: - Designing and planning of HIV/AIDS care and support activities. - Development of guidelines and standards for HIV/AIDS care, prevention of mother to child HIV transmission (PMTCT) and voluntary counselling arid testing (VCT). - Central and district level training of health workers in HIV/AIDS care, PMTCT and VCT. - Provision of support supervision for HIV/AIDS care, PMTCT and VCT activities. Monitoring and evaluation of HIV/AIDS care, PMTCT and VCT activities. - Preparation of activity and progress reports. - Conduct of operational research or studies on HIV/AIDS care, PMTCT and VCT. - Carrying out advocacy Programmes for HIV/AIDS care, PNITCT and VCT. Conduct of any other duties that may be assigned by the Head of the Care and Support Unit and the Programme Manager STD/AIDS Control Programme. Position 2: Medical Officer STD Unit Location: STD/AIDS Control Programme, MOH, STD Unit, Mulago Qualifications and Experience Required: The successful candidate should have: - Basic training in Medicine with a Bachelor degree in Medicine and a Bachelor degree in Surgery (M.B.Ch.B) plus a postgraduate degree in a health related field. - At least 3 years experience in the implementation of Public Health Programmes. - At least 2 years experience in facility-based management of STDs. - Demonstrated competence in use of computers particularly the word processing software and spreadsheets. Job Description: The successful applicant will work with the Head of the STD Unit under the overall supervision of the Programme Manager of the STD/AIDS Control Programme to perform the following: - Planning of STD/HIV/AIDS prevention and control activities. - Development of the guidelines and standards for the management of Sexually Transmitted Diseases (STDs). - Training of health workers in the management of STDs. - Provision of support supervision for STD services. - Monitoring and evaluation of activities for the prevention and management of STDs. - Preparation of activity and progress reports. - Carrying out advocacy Programmes for HIV/AIDS and STD services. - Conducting operational research or studies on STD management. - Conduct of any other duties that may be assigned by the Head of the STD Unit and the Programme Manager STD/ACP. Position 3: Behavioral Scientist Location: STD/AIDS Control Programme MOH, Headquarters Kampala. Qualifications and Experiences Required: The successful applicant should have: - Basic degree in Social Sciences or Humanities. A post-graduate degree in a Social Science or Behavioral research discipline. - At least two years experience in social/behavioural research. - Demonstrated computer skills including use of word processing software and spreadsheets. Job Description: The successful applicant will work closely with the Head of the Information, Education and Communication (IEC) Unit and the Head of the Epidemiological Surveillance Unit under the overall supervision of the Programme Manager STD/AIDS Control Programme to perform the following: - Designing and implementation of behavioral interventions for the general population and special groups. - Social-marketing of condoms. - Development, production and distribution of IEC materials. - Designing and implementation of behavioural surveillance activities. - Designing and implementation of formative qualitative research studies. - Conduct of any other duties that may be assigned from the IEC and Surveillance Units and Programme Manager STD/ACP. Position 4 & 5: HIV/AIDS Counsellors Location: STD/AIDS Control Programme MOH, Headquarters Kampala. Qualifications and Experience Required: The successful candidates should have: - Basic paramedical training or a degree in social science. - A certificate in counselling from a recognized HIV/AIDS counsellor training Programme. - At least two years experience in HIV/AIDS counselling in a recognized institution. - A demonstrated computer skills including word processing and spreadsheets. Job description: The successful applicants will work closely with the Senior Medical Officer, Care and Support Unit and the Head of the STD Unit under the overall supervision of the Programme Manager STD/AIDS Control Programme to perform the following: - Designing and planning of national HIV/AIDS counseling services. - Development of guidelines and standards for STD/HIV/AIDS counselling. - Training of health workers in STD/HIV/AIDS counselling. - Provision of support supervision for STD/HIV/AIDS counselling activities. - Monitoring and evaluation of the STD/HIV/AIDS counselling activities. - Preparation of activity and progress reports. - Conducting operational research or studies on STD/HIV/AIDS counselling activities. - Carrying out advocacy Programmes for STD/HIV/AIDS counselling activities. - Conduct of any other duties that may be assigned by the Head of the Care & Support and STD Units and the Programme Manager STD/ACP. Position 6: Administrative Assistant/Accounts Assistant Location: STD/AIDS Control Programme MOH, Headquarters Kampala. Qualifications and Experience Required: The successful candidate should have: - Basic training in management with a degree in Business Administration or a Diploma in Business Studies majoring in administration. - At least one-year administrative experience in a health related institution. - A demonstrated computer skills with a certificate in MS Word and MS Excel from a reputable computer school. Job description: The successful applicant will work closely with the Project Director and Accountant to perform the following: - Carrying out general office management. - Provide support for procurement of commodities to be procured under the Project. - Maintain inventory of Project equipments. - Maintain and service vehicles and other project equipments. - Conduct any other duties that may be assigned by the Accountant, Programme Manager STD/ACP and Project Director. Position 7: Laboratory technologist Location: STD/AIDS Control Programme MOH, Headquarters Kampala. Qualifications and Experience Required: The successful candidate should have: - Basic training in Laboratory services with a Diploma in Medical Laboratory Technology. - At least three years experience in laboratory work in a reputable laboratory. Job description: The successful applicant will work closely with the Heads of the STD and Epidemiological Surveillance Units of the STD/AIDS Control Programme to perform the following: - Conduct routine laboratory management activities at the National Reference Laboratory located at the STD Unit, Mulago. - Conduct diagnostic and surveillance assays for STD/HIV/AIDS. - Training of laboratory staff in identification of the markers for STD and HIV/AIDS. - Carry out laboratory quality control activities. - Prepare activity and progress reports. - Conduct of any other assignments from the Heads of the STD and Epidemiological Surveillance Units. Position 8: Project Accountant Location: STD/AIDS Control Programme MOH, Headquarters Kampala. Qualifications and Experience Required: The successful candidate should have: - Basic training in accounts with a degree in Commerce or A Diploma in Business Studies majoring in accounting. - A professional accounting qualification will be an added advantage. - At least two years accounting experience in a credible institution. - Demonstrated computer skills particularly use of word processors and spreadsheets. Job description: The successful applicant will work closely with the Principal Accountant and Project Director, MOH/CDC HIV/AIDS Project to perform the following: - Budget preparation and its submission. - Operate and maintain books of accounts. - Disbursement of Project funds for approved activities. - Keeping the accountabilities of Project funds. - Making arrangements to facilitate the auditing of project accounts. - Prepare Project Financial reports. - Conduct of any other assignments from the Project Director CDC/MOH and Principal Accountant MOH.
