The Ministry of Health STD/AIDS Control Programme has received a grant from the US Centres for Disease Control (CDC) to support a Cooperative Agreement for the Expansion of HIV/AIDS Surveillance, Care and Support activities in Uganda. Some of these funds will be used to support Human Resource capacity development at the Ministry of Health Headquarters.In line with this, the Ministry wishes to recruit suitable, well-motivated, energetic, reliable and experienced individuals to fill the following positions on full time basis. The positions are for 5 years on one yearly renewable contract depending on one's performance. The duty station will be MOH headquarters with a lot of work in the field that requires a lot of travel. Applications should be accompanied with the most current CV, photocopies of academic qualifications and two letters of reference.Remuneration: This is negotiable.Closing date of applications: 6th February, 2002.Position 1: Medical Officer Care & Support UnitLocation: STD/AIDS Control Programme, MOH Headquarters.Qualifications and Experience RequiredThe successful candidate should have:- Basic training in Medicine with a Bachelor degree in Medicine and a Bachelor degree in Surgery (M.B.Ch.B.) plus a postgraduate degree in a health related field.- At least 3 years experience in the implementation of Public Health Programmes. - A demonstrated competence in use of Computers particularly word processing software and spreadsheetsJob description:The successful applicant will work closely with the Senior Medical Officer, Care and Support Unit under the overall supervision of the Programme Manager STD/AIDS Control Programme to perform the following:- Designing and planning of HIV/AIDS care and support activities.- Development of guidelines and standards for HIV/AIDS care, prevention of mother to child HIV transmission (PMTCT) and voluntary counselling arid testing (VCT).- Central and district level training of health workers in HIV/AIDS care, PMTCT and VCT.- Provision of support supervision for HIV/AIDS care, PMTCT and VCT activities. Monitoring and evaluation of HIV/AIDS care, PMTCT and VCT activities.- Preparation of activity and progress reports.- Conduct of operational research or studies on HIV/AIDS care, PMTCT and VCT.- Carrying out advocacy Programmes for HIV/AIDS care, PNITCT and VCT. Social-marketing of condoms. - Development, production and distribution of IEC materials. - Designing and implementation of behavioural surveillance activities. - Designing and implementation of formative qualitative research studies. - Basic training in management with a degree in Business Administration or a Diploma in Business Studies majoring in administration. - At least one-year administrative experience in a health related institution. - A demonstrated computer skills with a certificate in MS Word and MS Excel from a reputable computer school.Job description:The successful applicant will work closely with the Project Director and Accountant to perform the following: - Carrying out general office management. - Provide support for procurement of commodities to be procured under the Project. - Maintain inventory of Project equipments. - Maintain and service vehicles and other project equipments. - Conduct routine laboratory management activities at the National Reference Laboratory located at the STD Unit, Mulago. - Conduct diagnostic and surveillance assays for STD/HIV/AIDS. - Training of laboratory staff in identification of the markers for STD and HIV/AIDS. - Carry out laboratory quality control activities. - Prepare activity and progress reports.- Conduct of any other assignments from the Heads of the STD and Epidemiological Surveillance Units.Position 8: Project AccountantLocation: STD/AIDS Control Programme MOH, Headquarters Kampala.Qualifications and Experience Required:The successful candidate should have: - Basic training in accounts with a degree in Commerce or A Diploma in Business Studies majoring in accounting. - A professional accounting qualification will be an added advantage. - At least two years accounting experience in a credible institution. - Demonstrated computer skills particularly use of word processors and spreadsheets.Job description:The successful applicant will work closely with the Principal Accountant and Project Director, MOH/CDC HIV/AIDS Project to perform the following:- Budget preparation and its submission.- Operate and maintain books of accounts.- Disbursement of Project funds for approved activities.- Keeping the accountabilities of Project funds.- Making arrangements to facilitate the auditing of project accounts.- Prepare Project Financial reports.- Conduct of any other assignments from the Project Director CDC/MOH and Principal Accountant MOH.
