SIR—In last week’s Newsweek there was an article which reported that Cuba, Sudan and Serbia said they had formed the axis of somewhat evil, forcing Somalia to join Uganda andMyanmar in the axis of occasionally evil.

You cancall this a joke, but jokes, in an international magazine, don't come out of the blue. Somalia is classified as a non-state, Myanmar (Burma) is ruledprobably by the worst dictatorship on earth today. Is this how the international community isseeing Uganda now?
