The Company procures bulk electricity supply from the Uganda Electricity Transmission Company and our business is to distribute quality, reliable and safe power to all our customers countrywide.In pursuit of this objective, we are continuously evaluating our work methods and programmes and undertaking appropriate restructuring and re-invention of our systems directed at meeting the expectations of our customers in particular and all stakeholders in general. While implementing this process, the following Senior Positions have been identified vacant and, accordingly, we are looking for high calibre, self-motivated Ugandans of proven integrity to fill these positions and contribute to the achievement of UEDCL's objectives while also fulfilling their career ambitions. The successful candidates' services shall be required immediately.1. SENIOR INTERNAL AUDITORNUMBER OF POSTS: Four (4) LOCATION : Internal Audit Department, Head Office, Amber HouseREPORTING TO: Principal Internal AuditorPRIMARY PURPOSE: Lead a team of Junior Auditors and Audit Assistants and guide them in the execution of assigned audits.MAIN DUTIES OF THE POSITION- Directing, supervising and reporting on all audit assignments falling under his/her scope. - Ascertaining, recording and evaluating the adequacy of internal controls and monitoring compliance with policies and regulations.- Managing and controlling execution of audit assignments which include, among others, planning, programming and controlling of audit work and reporting findings. - Maintaining high staff discipline and assessing their performance in relation to achievement of audit and corporate objectives.- Planning, organising and executing on-the-job training and formal programmes for Trainee Auditors and other staff.- Evaluating and providing feedback on appropriateness of Audit Plans, Programmes and Procedures.- Undertake other duties as directed by Manager Audit and/or Principal Internal Auditor from time to time.THE PERSON SPECIFICATIONS The desired person will be:- A holder of a Bachelor’s Degree in Commerce (Accounting) or a Bachelor’s Degree in Business Administration (Accounting) or a good "A" level and UDBS from a recognised College or institution with a minimum of final level of any of the professional courses: ACCA, CPA, or CIA. - Possess not less than five (5) years of relevant audit experience in a busy, large firm with a diversity of business activities, the kind of UEDCL. Experience with a utility company will be an advantage.- Computer literate. Knowledge of electronic accounting and audit packages will be an added advantage.- Must not be more than 40 years of age.- A person of proven integrity, highly motivated, innovative, a committed team player and strong willed achiever with a record of outstanding performance.2. PRINCIPAL HUMAN RESOURCE OFFICERNUMBER OF POSTS : One (1) LOCATION: Human Resource Department, Head Office, Amber HouseREPORTING TO: Manager Human ResourcePRIMARY PURPOSE: To give effect to Human Resources Policies by ensuring that: numbers and quality of staff are always matched with UEDCL's needs; that staff and management are developed and trained in accordance with corporate requirements; that effective and productive relations are maintained with staff and their representatives; and that competitive reward packages are in place and are effectively managed. MAIN DUTIES OF THE POSITIONThe successful candidate will be responsible and/or give explicit support to the processes of:- Manpower Planning including but not limited to preparation of manpower demand and supply forecasts.- Plan, organise and manage the on-going Corporate Staff Development and Training Programme covering Managers, Supervisors, Administrative Officers, Accounting, Commercial and other support staff.- Organisation, management, and participation in UEDCL's recruitment programmes.- Provision of advisory service to management in relation to the handling of employees' grievances and disciplinary matters, and development and promotion of appropriate forms and structures for management/staff joint consultation and participation in relation to matters of mutual interest.- Development and management of the salary/benefits packages and preparation and monitoring of Contracts of Employment for Permanent Senior Staff on Scales 03 - 04.- Ensure that appropriate staff records and personal files are maintained up-to-date- Carry out any other duties as may be assigned from time to time.THE PERSON SPECIFICATIONSThe desired person should have the following essential requirements:- A University Degree in Social Sciences including but not limited to Social Work & Social Administration and Business Administration. - A relevant Post-Graduate professional qualification or a Masters Degree will be an advantage.- A minimum of 8 years of relevant working experience in the running and management of Human Resource activities in a fairly large organisation with a diversity of disciplines.- Can demonstrate a background of personal and strategic leadership- Not more than 45 years of age.- A person of proven integrity, highly motivated, innovative, a committed team player and strong willed achiever with a record of outstanding performance.3. SENIOR DEVELOPMENT AND NON TECHNICAL TRAINING OFFICER NUMBER OF POSTS: One (1) LOCATION: Human Resource Department, Head Office, Amber HouseREPORTING TO: Principal Human Resource OfficerPRIMARY PURPOSE: To assist Manager Human Resource through the Principal Human Resource Officer with staff Supervision, Development and Training and in particular to ensure: that UEDCL's Corporate Staff Development and Training Programme is implemented; that plans using recommended methods are designed and implemented to ensure a continuous improvement in standards of performance and work safety; that the overall annual training and development budget for all Departments and functions is prepared and monitored; and that other appropriate professional staff development services are in effective operation.MAIN DUTIES OF THE POSITION- To participate in the identification of cross functional and cross category Development and Training needs for the entire Company- To participate in the drafting of the Annual Corporate Staff Development and Training Plans for both professional and support staff of all departments of UEDCL.- To organise and administer the implementation of Staff Development Programmes including liaison with outside training institutions, clearance of invoices for training delivered, and making arrangements for participants to attend courses- To ensure provision of advisory service guidelines to Line Managers in relation to the organisation and content of on-job training for non-technical staff and the monitoring and implementation of these guidelines. - Contribute, as appropriate, to the administration and implementation of a comprehensive career management service for UEDCL staff. - Contribute to the review and development of UEDCL's Educational Assistance Schemes on an on-going basis. - Maintain a schedule of authorised staff Annual Subscriptions. - Contribute to the development, implementation, monitoring and assessment of appropriate Equal Opportunity programmes and practices which will positively reflect UEDCL's Policies on employment and staff development - Contribute to the development of appropriate staff preparation for retirement. - Carry out any other duties as may be assigned from time to time.THE PERSON SPECIFICATIONSThe desired person should have the following essential requirements:- A University Degree in Social Sciences including but not limited to Social Work & Social Administration and Business Administration. - Minimum of 5years relevant working experience in running Human Resource activities in a fairly large organisation with a diversity of discipline is a requirement- Ability to demonstrate a background of personal and strategic leadership - Not be more than 40 years of age.- A person of proven integrity, highly motivated, innovative, a committed team player and strong willed achiever with a record of outstanding performance.4. Provide an effective analytical and advisory service in relation to industrial relations matters and staff representations. Contribute to improved understanding of staff related issues through the development of the joint consultation and participation processes; Co-ordinate and administer the correct application of the total reward package for all staff of UEDCL; to ensure that staff Personal Files and the associated Unique System for Human Resource Management and Payroll are maintained complete and up-to-date, and that a reliable statistical and analytical service in these areas is provided to management.MAIN DUTIES OF THE POSITION- Co-ordinate and administer all recruitment campaigns in respect of staff recruited by UEDCL including carrying out a staffing needs analysis to verify that approved vacancies exist and are to be filled - Co-ordinate, administer and control the Staff Performance Appraisal Scheme including verification that appraisal interviews are carried out on schedule. - Conduct research and analysis for UEDCL's response to staff representatives' claims in relation to changes in wages, salaries and allowances for their members. - Co-ordinate the process to handle employee grievances, disputes and disciplinary matters - Timely preparation and submission of Staff Payroll Orders (SPOs) to Manager Accounting for input into the Unique Payroll System. - Assist Line and Functional Managers on request with advice and information in relation to industrial relations matters that may arise from time to time in their areas of jurisdiction. - Contribute, as required, to the development and implementation of UEDCL's schemes for joint consultation and participation with staff and Union representatives, and UEDCL's corporate communication programme. - Ensure provision and management of quality medical services including dental and ophthalmic benefits, treatment and prescription of operating fees and other hospital services and burial facilities to UEDCL Staff.- Take responsibility for management of UEDCL's staff Loans/Advances Schemes and maintenance of appropriate records.- Co-ordinate and manage annual issue of protective clothing and safety wear to staff of UEDCL.- Ensure provision and management of a cost-effective central catering service for UEDCL staff at Amber House and at Lugogo Depot.- Organise staff recreation events- Carry out any other duties as may be assigned from time to time THE PERSON SPECIFICATIONSThe desired person should have the following essential requirements:- A University Degree in Social Sciences including but not limited to Social Work & Social Administration and Business Administration.- Minimum of 5 years relevant experience in running Human Resource activities of a fairly large organisation with a diversity of disciplines.- Ability to demonstrate a background of personal and strategic leadership - Not be more than 40 years of age.- A person of proven integrity, highly motivated, innovative, a committed team player and strong willed achiever with a record of outstanding performance.5.
