The Uganda Communications Commission (UCC) was established in 1997 by the Uganda Communications Act t, among other things, regulate and promote the development of the communication sector in Uganda.

The Uganda Communications Commission (UCC) was established in 1997 by the Uganda Communications Act t, among other things, regulate and promote the development of the communication sector in Uganda.In order to fulfill its mandate and implement its Strategic and Business Plan, the Commission wishes to recruit qualified, competent and highly motivated Ugandans to fill the vacancies below, which exist in its establishment.(1) POST: FINANCE MANAGERDUTIES & RESPONSIBILITIES- Oversee periodic review and update the Commission’s accounting system to ensure its viability and efficiency in meeting the needs of the Commission.- Be responsible for the overall control of income and expenditure and generally the financial administration of the Commission.- Advise the Executive Director on the control of costs and achievement of budget plans through provision of regular financial information/reports.- Oversee the implementation of the Commission's computerization programme.- Ensure preparation of periodic management reports and timely submission of final/annual accounts to the Auditor General as per Uganda Communications Act.- Oversee the budgeting and budgetary control activities and ensure preparation of business plans for the Commission.- Oversee the establishment and operation of an effective Management Information System within the Commission.- Work with the Executive Director on the development of feasible funding proposals for UCC activities and programmes. - Develop financial databases for analysis by the Commission.- Perform any other duties as may be assigned to him/her by the Executive Director.QUALIFICATIONSThe applicant should be a Certified or Chartered Accountant and possess at least an Honours degree in Finance or Accounting with professional qualifications like ACCA, CPA or CIMA. In addition the applicant should have relevant qualifications in IT or Computer Science and /or experience in overseeing a Management Information System.Experience in accounting, auditing and control of financial operations and management information systems in a public company/corporation would be an added advantage.PERSON SPECIFICATIONUCC would like to recruit a person with strong analytical skills, investment acumen, well developed communication skills, and one who is commercially minded, result-oriented and self-motivated. In addition to this, the applicant should have the ability to provide innovative solutions in a constantly developing environment.EXPERIENCE: A minimum of 5 years experience in a similar position.NOTE: Those who applied before for this post, need not reapply.(2) POST: ASSISTANT LIBRARIAN (1 Post)DUTIES & RESPONSIBILITIES- Manage the UCC library/registry resources and particularly oversee the utilization, acquisitions, storage and maintenance of these resources.- Process information resources by cataloguing, classifying and indexing.- Provide reference services in both print and online.- Design and maintain a filing system for the UCC registry.- Perform Local Area Network (LAN) Administrative responsibilities.QUALIFICATIONS:The applicant should possess a degree in Librarianship and Information Science from a recognized University.EXPERIENCE:A minimum of 2 years experience in a similar position. The applicant should be conversant with Windows NT and/or Windows 2000, Microsoft Office Applications.
