Ministry of Health -- Request for Expressions of Interest

The Government of Uganda represented by the Ministry of Health has received a loan from the African Development Fund (ADF) for support to the Health Sector Strategic Plan Project. It is intended that part of the proceeds of this loan be applied to eligible payment for procurement services.OBJECTIVESThe Procurement Consultant in consultation With Project Management Unit and National Advisory Committee on Medical Equipment will review, update and draw technical specifications for medical equipment and furniture. He will update all requirements for medical equipment and furniture subject to approval of National Advisory Committee on Medical Equipment. He will be responsible for management of the tendering and contracting process. The Consultant will advise on costs and budget performance. The Consultant will be responsible for inspection and certification of equipment at the time of delivery, after which he will issue the certificate of acceptance.QUALIFICATIONS:The applicant will be expected to demonstrate in their expression of interest in respect that they have:(i) Proven experience in rendering procurement services at all stages of the procurement cycle;(ii) Recognized track record as providers of inspection and certification of medical equipment/specialized furniture;(iii) Recognized capacity to identify and pre-empt and correct operational weaknesses in the project procurement system;(iv) Strong communication, organization and interpersonal skills; and(v) A well-diversified manpower base in the area of procurement of medical equipment and general procurement activities, and have facilities to carry out the required services in a timely and organized manner.SUBMISSION OF INTEREST:The Ministry of Health now invites Consulting firms to express their interest in providing the services. Interested firms must provide a statement of capability and experience indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). A shortlist of five to seven firms will be compiled in accordance with the procedures set out in the Bank’s Group rules of procedure for the use of Consultants.
