KAMPALA — Defence minister Amama Mbabazi will on July 17 present to the Court of Appeal his request to file out of time, a record of appeal against the High Court judgment. The High Court recently declared Mbabazi’s Kinkizi West constituency vacant after an election petition by former contender Musinguzi Garuga, who lost in the previous Parliamentary elections. Ends
