By Pascal NiwebyonaIRELAND has constructed school structures worth over sh150m in Kabale to improve the hygiene and welfare of pupils benefiting from the Universal Primary Education (UPE) programme in the district.The Irish ambassador to Uganda, Mr. Martin O’Fainin, recently commissioned the fully furnished five classrooms and two pit latrines in each of the three rural primary schools in Rukiga county.He deplored the poor learning conditions in schools, which he said endanger the safety of children and force them to drop out of the education system.O’Fainin hailed the UPE scheme for enabling the children born to poor parents to get free education and pledged his country’s support in the fight against illiteracy.
