By Nasur WambeddeCouncillors in Mbale municipal council have unearthed a scam in which some senior technical staff defrauded the council of millions of shillings.Presenting this year’s budget at the municipal council chambers on Friday, the secretary for finance, Sarah Wasagali, said fraudulent dealings by some civil servants had led to loss of local revenue.Wasagali said the council estimated to collect sh1.5b but only sh643m was realised in the last financial year.The council discovered that the sh4.3m collected from boda-boda cyclists was allegedly embezzled. The council also heard that there was parallel receipting in the council and that most of the fees collected by the officers like on property rates and medical examination, was not declared.The council, chaired by the speaker, Davis Mwaule, recommended that those responsible for the fraud pay back the money.Wasagali warned that disciplinary action would be taken on the officers as soon as investigations were complete.
