SIR— The problem of Kashmir and Jamu is threatening a nuclear catastrophe between India and Pakistan. The solution to it does not lie in war or in muscle-flexing between the two countries, but in diplomacy through the good offices of the United Nations.First, let Kashmir and Jamu immediately come under the trusteeship of the UN for three years, during which a population census would be carried out and all the residents of voting age registered. After that the UN should organise and supervise a referendum with three questions put to the voter: whether he/she wants to be a citizen of India; whether he/she wants to belong to an independent sovereign state.Both India and Pakistan should undertake to honour and respect the outcome of the plebiscite and thereby help in resolving, once and for all, an age-old border conflict which has cost so many innocent lives, and is pausing a nuclear threat to both countries.Name withheld
