By Milton Olupot PRESIDENT Yoweri Museveni has urged African leaders to create an enabling environment for development through good governance, the rule of law and respect for human rights.Museveni yesterday criticised the post independent African leaders, saying they failed to understand the concept of development, hence failure to propel Africa to prosperity.“Understanding development is crucial for Africa, a key factor for development in any country is the creation of an enabling environment. In Africa we will remain backward unless we create an enabling environment for development,” Museveni said yesterday in a speech read for him at the opening of the 4th Conference of African National Human Rights Institutions, by the Second Deputy Prime Minister and Minister of Internal Affairs Eriya Kategaya, in Kampala.Museveni said the post independent leaders concerned themselves with the retention of power by means of oppression, killings, violation of human rights and manipulation.The two-day workshop was hosted by the Uganda Human Rights Commission and sponsored jointly by the government of Uganda and the High Commission for Human Rights, Geneva.Over 20 African countries are attending the conference under the theme, “A Human Rights Based Approach to Development.”“There must be space for a free and vibrant civil society,” Museveni said.Ends
