THE overall commander of Operation Wembley, Col. Elly Kayanja, is to go for advanced military training in Russia, security officials have said.
Kayanja, who is also the Deputy Director General of Internal Security Organisation (ISO) is scheduled to leave the country soon for a one-year senior commander’s course in Russia, the sources told The New Vision.
The Colonel has been at the fore-front of fighting armed gangs in the country, an initiative launched by President Yoweri Museveni in June following a series of murders and robberies in the country, especially in the city and towns. Over 400 suspects have been rounded up, arms and suspected stolen property recovered.
For three days, Kayanja could not be contacted for a comment as he was reported either to be upcountry or in Kampala in a series of meetings.
The Director General of ISO, Brig. Henry Tumukunde, who is the organisation’s spokesman, was reported to be in Algeria.
“He (Kayanja) was selected by the Directorate of Training to do the course. He will be leaving for training in Russia as soon as the arrangements are finalised,†a military official said.
The official said Kayanja’s departure would not affect Operation Wembley, as he has to be replaced
A source said Kayanja, 42, will join other military officers from 22 selected countries for the Russian course.
Uganda’s participation in the course is part of the agreement between the Russian Ministry of Defence and the UPDF. The army’s Directorate of Training selects candidates.
Kayanja joined the NRA bush struggle in April 1981 at Matugga near Kampala, where he worked as a farm manager.
During the bush days, Kayanja’s task was to carry out clandestine reconnaissance missions on government forces.
He served as a Movement cadre alongside the late Col. Jet Mwebaze, Late Paul Simba and Major Roland Katunguka, now with the Reserve force.
Kayanja says he wants to start a human rights campaign.
The colonel served under the Abdur Nasser and the Black Bomber, which conducted deadly missions against the Milton Obote government.
Kayanja was the first commander of Magamaga barracks in Jinja under the Yoweri Museveni government. In 1989, he was appointed Director of Welfare, a position he held for four years before he was transferred to Mubende Casualty Unit from where he was moved to his current position.
