There is a group of conmen in town who target Rwandese passports and sell them to markets where they are highly demanded, at very exorbitant prices. These conmen will do whatever it takes to get the passport from you. Of recent, it has become increasingly difficult for holders of Ugandan passports to be granted asylum, especially in the UK and US, a reason they have been giving to be able to do kyeyo (odd jobs).
This is so because false stories of political persecution, war and absolute dictatorship that asylum seekers used to tell, are rarely believe today, or if they are to be believed, they have got to be verified by the high commissions of the countries in question.
Trust Ugandans, they have learnt that since 1994, holders of Rwandese passports have been enjoying a lot of sympathy in countries of asylum. This is because of the genocide they went through and the effects thereafter. Their fear of persecution on reason especially of ethnicity/tribe or political affiliation are easily believed to be well founded, thereby easily getting the asylum with a fleet of welfare benefits that go with it. In a rare show of tact and fraud, conmen have gone to the extent of promising marriage to Rwandese girls just to get passports from them.
In a recent case, a man who identified himself as “Lt. Col. Tushabe” (later found not to belong to the UPDF or any other army) pretended to be in love with Joyce, a Ugandan girl of Rwandese origin.
He convinced her how highly placed in government he was, and kept pretending to be talking to some people on phone (probably to talking to himself), mentioning very high sounding names, and talking of big money and big businesses. He promised Joyce marriage and told her it would take place in USA.
because of the high costs involved, he would only be able to transport 15 relatives of hers from Rwanda to attend their wedding in the US. He therefore required Joyce to carefully select the relatives and tell them to acquire Rwandese passports and send them over to him in time so that he could take them to the American embassy for visas.
After he received the 15 passports, he became elusive, and eventually disappeared with them!
