Kiboga has no teachers! Who cares?

SIR— I wish to express my concern about the shortage of primary school teachers in Kiboga district. Recently, the Government allowed the district service commission to recruit O-level leavers to assist in teaching in primary and this had helped our pupils. Surprisingly, now, the Government says strictly only qualified teachers must be recruited. Our worry is that there are less than ten teachers in the district who get out of teachers’ colleges every year.
So what are we going to do for our children at schools?
Does it mean that we should close schools until the Government comes to our rescue? The government should be considerate to such disadvantaged districts like Kiboga which was torn out by insurgency during Obote II.
Let the Government allow such districts to continue recruiting O and A-level leavers who passed well in order to meet the vacuum of teachers. Otherwise the UPE programme is doomed.
