MBARARA mayor Wilson Tumwine has instituted an investigation into 23 bank accounts of the council to find out why an estimated sh1b was spent without proper accounting procedures.
“These are secondary school salaries. The pay roll for teachers here will remain closed until the IGG and Police finish investigating those vouchers. We must get the schools’ head accounts first,” he said.
Addressing a full council last week at Mbarara Municipal council Hall, Tumwine disclosed that they had discovered fraud in the council which occurred between 1999 and 2001.
“In 1999, sh248m had no vouchers. In the year 2000, sh782m had no vouchers and in 2001, sh76m had no vouchers. This culture of theft in this council must stop,” said Tumwine, who has been a mayor for the last six months.
He said some vouchers in the council stores were missing.
“You find that voucher No.1 and 2 are there, 3, 4 and 5 are missing, 6,7,8, are there, 10 and 11 are missing, ” he said.
He said he had discovered 12 documents which he wanted to be scrutinised by experts at a national level.
“A group of council employers who recently forged and withdrew about sh1, 248,000 will
be dealt with,” he said.
Tumwine said the new British envoy to Uganda, Mr. Adam Wood, visited the council recently and promised to get towns in Britain wishing to twin with Mbarara for purposes of development. Ends
