Kategaya Loses Appeal On COWE

Internal affairs minister Eriya Kategaya yesterday lost an application in which he had sought to block the re-instatement of an NGO, Caring for Orphans, Widows and the Elderly (COWE).

Internal affairs minister Eriya Kategaya yesterday lost an application in which he had sought to block the re-instatement of an NGO, Caring for Orphans, Widows and the Elderly (COWE).

Justice Egonda-Ntende dismissed Kategaya’s application with costs on technical grounds. He said that it was not accompanied with evidence and did not satisfy the rules of civil procedure.

Egonda-Ntende on October 14 ordered the NGO board to re-instate COWE after ruling that the decision to close it was reached with- out giving COWE a hearing.

Egonda-Ntende also said Kategaya had failed to comply with orders to appear in court.

Kategaya’s appeal was presented in court by state attorney Henry Oluka, who said the judge should set aside his earlier order and give him a chance to defend the NGO board’s decision to close COWE.

Kategaya said he upheld the NGO’s board decision on COWE based on the board’s proceedings which showed that COWE had been given a hearing.
