SIR— Primary school headteachers, particularly those in the U4 and U5 scales, wish to express their disappointment over the unpaid increment as stipulated in the 2002/2003 national budget. Since the reading of the budget in June, we are told headteachers now earn sh450,000 per month; yet we still earn the old scale which ranges between sh300,000 and sh360,000. If civil servants of the same salary scales in other departments have got theirs, why not primary headteachers? We are key stakeholders in the UPE.
