Chapaa Karuhanga is the founder and president of the National Democrats Forum (NDF) Party. If elected president, he plans to change the taxation system through: l Review taxation tariffs with a view to attracting further investments and widening the tax base. l Scrap the outdated graduated tax and maintain VAT and other taxes. lReduce PAYEE rates after creation of more taxable jobs Education l Establish a loan scheme for students in tertiary institution so that students from poor families access higher education lReducing the pupil - teacher ratio through expanding or increasing PTC's and building more classrooms. l Improve the quality of education by reverting to promotional exams for primary schools and improving teacher's welfare. lEstablish more technical and vocational institutions on regional basis to absorb school dropouts. l Invigorate the old community centres and establish new ones through which to enhance adult education. l Improve and expand the health care delivery system l Establish a program to ensure accessibility to clean water for every household. l Establish a welfare system that will guarantee meaningful retirement benefits and un-employment support. Infrastructure l Improve and expand the road network to facilitate fast transportation and taping of economic resources in all regions of Uganda. lPromote and revive railway transport as the main bulk carrier to reduce haulage costs and save our roads. l Establish body for rural electrification. Democratisation l Restore political pluralism l Empower the institutions of governance viz executive, legislature, judiciary lEstablish a Political Parties Liaison Council (PLC) as a forum for political parties' dialogue on issues affecting them to ensure peaceful co-existence in diversity. l The PLC, comprising of representatives from each political organisation, to focus on joint civic education with programmes by the political parties on National values.
