'Arrest Bad'

MPIGI - The Electoral Commission yesterday condemned the arrest of Maj. Okwir Rabwoni by the army. Rabwoni heads the national youth desk in presidential candidate Dr. Kizza Besigye's task force. Flora Nkurukenda told agents of presidential candidates yesterday that she had written to Inspector General of Police John Kisembo, Army Commander Maj. Gen. Jeje Odongo and Military Intelligence chief Lt. Col. Noble Mayombo on the arrest. She said the army should not arrest civilians. Ends
