A FORMER defence secretary in Lukuli, Makindye division, Dan Lutalo, who was tortured by the Chieftancy of Military Intelligence (CMI) and police officials leading to his impotence, is to get sh15m as compensation, reports Hillary Kiirya. The government last Friday reached an out-of-tribunal settlement with the victim at the Uganda Human Rights Tribunal. Lutalo, had reported the matter to the Uganda Human Rights Commission in December 1999. He alleged that he was arrested and tortured by the Attorney General, Mustafa Mayanja, Tinka Mutagenda, Setagenda, Sekamate Rashid and Lubwama Ezra, at CMI in Kitante and Katwe Police Station. The accused on September 26, 1998 allegedly arrested, Lutalo from his place of work in Nabugabo and drove him to Kitante courts where he was detained for over three weeks. They allegedly subjected him to severe torture including electric shocks. Kampala advocate Lameck Lutalo represented Lutalo. Ends
