Museveni Will Solve Tax Issue

SIR- Presidential candidate Kizza Besigye's campaign team has continued to say that Museveni has adopted his policies from their manifesto. They have in particular, criticised him for reducing graduated tax.

SIR- Presidential candidate Kizza Besigye's campaign team has continued to say that Museveni has adopted his policies from their manifesto. They have in particular, criticised him for reducing graduated tax. Our colleagues need to know that while Besigye promises total abolition of graduated tax and suggests no alternative, Museveni only promises to revisit the way graduated tax is levied. His major emphasis is on uniformity in grading. He also very much understands the value of graduated tax, the almost sole fund for local governments. On the same, Besigye and his team urge that graduated tax funds are so little and should be neglected? On UPE, our colleagues fail to remember that it was purely a Museveni initiative. Where had Besigye suggested this before? All we know about Besigye's performance is when he was National Political Commissar. In fact, it was from his regime that the Movement Secretariat started to be inefficient. His wife Winnie Byanyima who always claims to have been sacked from the Secretariat because of fighting corruption, also contributed to its inefficiency. She could hardly sit in her office, the directorate of information. It was pure luck to get find her in office. She would only be there to make international calls and would administer office matters on phone. Such are the people who claim that Museveni has no ideas and has resorted to using their manifesto.
