PRESIDENT Yoweri Museveni yesterday summoned the Inspector General of Police, John Kisembo, (pictured right) for a meeting in Rwakitura, Mbarara. The New Vision could not establish whether the meeting was about the expected changes in the Police Force. "He went to Rwakitura this morning. I do not have the details," said a source who declined to be named. Kisembo confirmed meeting the President but declined to give any details. "I have been out of town. I can't comment now," he said. The report of the Judicial Commission of Inquiry into corruption in the Police Force said under Kisembo's term of office the Force had continued to register a decline in standards of professionalism, discipline and observance of human rights. The Commission recommended that the Inspector General of Police be appointed on a performance contract of three years renewable on merit. Sources said some top officials are due to be retired in public interest and that other officers will be charged with offences ranging from corruption to robbery with violence. The sources said others will be cautioned and transferred to other units other than the Police department. At the Police headquarters yesterday, most officers The New Vision spoke to said they had low morale to work. Meanwhile, Cabinet has recommended that action be taken against some of the Police officers mentioned in the Sebutinde Report. Ends
