Was Milingo kicked out?

SIR-I would like to know what action the Catholic Church has taken against Archbishop Emmanuel Milingo of Zambia. Has he been excommunicated from the Church or not? If he has been excommunicated, can God really be offended whether a priest is celibate or married? It is not God's commandment to marry or not to marry.
