The director of information at the Movement Secretariat, Mr. Ofwono Opondo, said the school was re-established into an institute under the Movement Act of 1988, when the National Resistance Movement (NRM) turned into the Movement.
“But due to shortage of funds, no course has been run at the institute for two years now. Government doesn’t have sufficient funds to fully develop it with proficient staff and a comprehensive syllabus,†he said. Opondo said the institute would also attract regional participants from other countries under government-to-government cooperation and cited the Congolese as some of the first beneficiaries of the institute.
“The institute is not only for political education but also military training. Anyone interested in attending can go and attend and not only MPs. We shall soon have many regional schools. Military training is universal under the provisions of the Constitution,†Ofwono said. The Movement policy statement to Parliament says Uganda’s funding partners do not rank mass mobilisation as a priority.
