Second Economic & Financial Management Project [EFMP Il] This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business No. 531 of 31st March, 2000. The Government of the Republic of Uganda has received a Credit from the Nordic Development Fund (NDF) toward the cost of the Second Economic and Financial Management Project [EFMPII] and it intends to apply part of the proceeds of this Credit to payments under the contract for the provision of consultancy services. The overall objective of this task is to review systems and processes to improve the management, collection, tracking and utilisation of government non-tax revenues. The Consultant will be required to carry out the following duties: - review and revise the framework including systems and procedures for the budgeting, recording, accounting, monitoring and utilization of the non-tax revenues within the Government and to recommend improvements in the non-tax revenue collection, basis of refined rates, cost recoveries, financing estimates, recording, banking, accounting and utilization of non-tax revenue collection, recording and reporting nontax revenue collections, and define and develop implementation plan for revised framework for non-tax revenue. The Ministry of Finance, Planning and Economic Development now invites eligible consultants (having their principal offices registered and located in the member countries of the Nordic Development Fund, i.e. the Kingdom of Denmark, the Republic of Finland, the Republic of Iceland, the Kingdom of Norway, and the Kingdom of Sweden) to indicate their interest in providing these services. Interested eligible consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. A consultant will be selected through Nordic Competitive Bidding procurement procedures set out in the General Procurement Guidelines of the Nordic Development Fund.
