TEACHERS in secondary schools in Tororo district have missed their July and August salaries, reports Jonathan Angura. The district chief administrative officer (CAO), Mr. Sylvestor Oboth, said the finance ministry released sh31.2m instead of sh134.7m, leaving a shortfall of sh103.4m for secondary school teachers’ salaries in the district. He said the August cash release payroll received from the Finance Ministry had only primary schools and tertiary institutions teachers’ salaries but nothing for secondary school teachers. “I have highlighted the problem to the ministries of education and finance. They later released sh54m to top up the July salaries but still, it was not enough and we could not pay some and leave others,” Oboth said. “For August, we have received releases for primary schools and tertiary institution teachers’ salaries but nothing for secondary school teachers,” he said. Doreen Katusiime, the principal assistant secretary in the education ministry, said she was not aware of the salary problem and added that the payrolls were managed by the public service ministry.
