REQUEST FOR EXPRESSIONS OF INTEREST DECENTRALIZATION OF DEVELOPMENT BUDGET CONSULTANCY IDA Credit No: 3297-UG This request for expressions of interest follows the General Procurement Notice for this project that appeared in Development Business No. 531 of 31st March, 2000. The Government of the Republic of Uganda has received a credit from the International Development Association (IDA) toward the cost of the Second Economic and Financial Management Project [EFMPII], and it intends to apply part of the proceeds of this credit to payments under the contract for provision of consultancy services. The objective of the assignment is to provide necessary support to the processes of decentralizing the development budget, which is the next logical step in the process of devolution of financial and administrative powers. The assignment will include the following tasks: (a) Definition of a strategy and plan for decentralizing the development budget including priorities, timelines, benchmarks, outputs, consultation and any requirements to conduct the exercise following a review of work undertaken so far by the Ministry of Finance, Planning & Economic Development. (b) Identification of on-going projects whose transfer of funds can easily be affected and review the funding and implementation arrangements of both current and pipeline projects and make an assessment of the extent and the ease with which their finances can be decentralized. The finances will include both donor and government counterpart funds. (c) Work with the MoFPED and Ministry of Local Government to ensure the decentralization of initial batch of (identified) projects is implemented for the FY 2000/01 and to; (d) Develop a framework and strategy for tracking, monitoring and evaluation of the decentralization of the development process specifically intended to guide the MoFPED and MoLG in appraising the process. The Ministry of Finance, Planning & Economic Development now invites consulting firms to indicate their interest in providing these consulting services. Interested Consultants must provide information indicating that they are qualified to perform the services (brochures, descriptions of similar assignments; experience in similar conditions; availability of appropriate skills among staff, etc). Consultants may associate to enhance their qualifications. A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997) and is open to all bidders from eligible source countries as defined in the guidelines.
