ROUTINE MAINTENANCE OF BITUMEN ROADS CONTRACT IDENTIFICATION NO.: RRM-01 Date: September, 2001 i) The City Council of Kampala's mission statement is to provide and facilitate the delivery of quality, sustainable and customer oriented services efficiently and effectively. The City Council of Kampala (KCC) intends to contract out Routine Maintenance of Bitumen Roads. This is one of the measures to ensure that the maintenance of roads is done efficiently and to acceptable standards. ii) The Government of Uganda has received a credit from the International Development Association (IDA) towards the cost of the Local Government Development Programme (LGDP) and intends to apply part of the funds to cover eligible payments under the Contract for Routine Maintenance of Bitumen Roads, Contract No. RRM-01. iii) The Ministry of Local Government and Kampala City Council (The Employer) invites sealed bids from eligible bidders for execution of the Routine Maintenance of Bitumen Roads (hereinafter also referred to as "the Works"). iv) Works shall be carried out in various locations within the City and shall involve but not be limited to the following: - Localised full- and half-width carriageway repairs including shoulders; - Pothole and edge repairs; - Reconstruction of damaged footways/sidewalks; - Cleaning and unblocking drains and repair of drainage structures; - Replacement of damaged kerbs and edgings; - Replacement of damaged/vandalized traffic signs including repair and cleaning of existing units; - Re-application of traffic markings with reflective thermoplastic screed; - Repair of electrical installations including road lighting units, equipment for signals and flushing beacons; - Replacement of defective road lighting lanterns/units; - Repairs to damaged flowerbeds. v) An estimate of quantities for the various items comprising the Works is included in the Bill of Quantities. vi) Bidders should note that it is not possible to establish an exact future workload and it is therefore not possible to guarantee that all or any items comprising the instruction (Works Order) describing the work to be done will be issued by the Engineer. The Contract shall be for a period not exceeding eight (8) months from the Start Date. viii) Bidding documents (and additional copies) may be purchased from The Project Co-ordinator, Nakivubo Channel Rehabilitation Project, Room B210 City Hall, P.O. Box 7232 Kampala, Telephone 344535, Fax No. 231916, upon payment of a non-refundable fee of U.Shs. 150,000 each (One hundred fifty thousand only). Further information may be obtained at the same address. ix) To qualify for award of the Contract, bidders shall meet, besides other requirements, the following minimum qualifying criteria: (a) having achieved annual turnover in construction work equivalent to US $ 1,000,000 (One million U.S. dollars) in any of the last (05) five years; (b) experience as prime contractor in the construction of at least two works of a nature and complexity equivalent to the Works over the last 5 years (to comply with this requirement, works cited should be at least 70 percent complete); (c) proposals for the timely acquisition (own, lease, hire, etc.) of the following minimum number of essential equipment: (02) two mechanical saws/disc pavement cutters; (01) one asphalt mixer; (01) one grader with scarifiers and rippers; (01) one 10 ton-vibratory roller; (02) two pedestrian rollers; (02) two plate compactors; (01) one water bowser- 10,000 litres; (01) one high pressure water jet machine (for pipe cleaning); (01) one wheel loader; (01) one concrete mixer; (01) one pneumatic tyred roller; (01) one mechanical broom; (02) two tipper trucks; (01) one pressure bitumen distributor, (01) one lime stabilizer, (01) one road marking machine, (01) one chip spreader. (d) a Contract Manager with (05) five years' experience in works of an equivalent nature and volume, including no less than (03) three years' experience as Manager; (c) a Site Engineer with (05) five years experience in works of an equivalent nature and volume, including no less than (03) three years' experience as Road Maintenance Engineer; (f) liquid assets and/or credit facilities net of other contractual commitments and exclusive of any advance payments which may be made under the Contract, of no less than US $ 150.000 (One hundred fifty thousand U.S. dollars) or equivalent. x) Bids submitted by Joint Ventures, meeting the requirements specified in the bidding documents will be considered. xi) Bids shall be valid for a period of 105 days after the deadline for bid submission and must be accompanied by a bid security of not less than 2.5% of the Contract Price or an equal amount in a freely convertible currency, and must be delivered clearly marked "Routine Maintenance of Bitumen Roads, Contract No. RRM-01” to: The Project Co-ordinator, Nakivubo Channel Rehabilitation Project, Room B2 10 City Hall, P.O. Box 7232, Kampala-Uganda not later than Friday, 19th October, 2001 at 10.00 a.m at which time they will be opened in the presence of the bidders who wish to attend. xi) Late submissions will not be entertained. xiii) The Employer is not bound to accept the lowest or any offer.
