a) BLOOD DONOR RECRUITMENT officer. To be based at Nakasero Blood Bank. Requirements: A Ugandan with a Degree in Education or Social Sciences or equivalent qualifications. Must have at least 2 years field experience, working with communities. Proven Social Mobilisation Skills and good interpersonal skills necessary. Able to communicate at all levels, supervises and guide personnel. Job Objective: To facilitate the collection of safe blood for transfusion working with the Regional Blood Bank. Responsibilities: 1. Create awareness, information and education about Blood Donor Recruitment (BDR). 2. Organize Blood Donor sessions, publicity for the sessions and give information to blood donors in close co-operation with the blood bank. 3. Assist the Branch Field Officers, Community counsellors and Volunteers in the formation, support & strengthening of Blood Donor Clubs in the catchment region. 4. Ensure the timely submission of regional data, activity reports and accountabilities, on a quarterly and annual basis. 5. Carry out other duties as assigned by your supervisor. Reporting Lines: Reports to the Uganda Blood Transfusion Services Medical Officer-in-charge and the BDR Programme Officer. Has to ensure co-operation, accountability and appropriate lateral relations with the regional blood bank management and the URCS branches within the region. Remuneration: Annual Gross Salary UShs 6,528,000. b) Blood Donor Counsellors. (10) To work with Blood Bank teams in Arua, Gulu, Mbale, Mbarara, Fortportal, Hoima, Jinja, Nakasero Blood Bank. Requirements: Ugandan nationals willing to undergo training in counselling on assumption of duty and must reside with the rural community according to the posting. Necessary educational background includes; a degree in humanities or Diploma with relevant experience in nursing or counselling. Field experience of not less than 2 years, with knowledge on blood donor recruitment/ HIV/AIDS work will be an advantage. Empathy, good communication and interpersonal skills are necessary. Responsibilities: 1. Provide post blood donation Counselling and support services to blood donors, with professional confidentiality and in a timely manner. 2. Work with the Branch Field Officer (BFO) in the catchment area to form & strengthen blood donor clubs. 3. Ensure the provision of support services to blood donors, through networking with other service organisations like TASO, AIC etc. 4. Advise upon, plan, co-ordinate and ensure the implementation of appropriate community BDR control strategies. 5. Co-ordinate blood donor clubs activities and ensure appropriate lateral working relations with Branch Governing Boards / BFOs. 6.Regularly collect, enter and forward relevant BDR data. 7. Submit activity and accounting reports through the UBTS regional medical officer on a monthly, quarterly and annual basis in a timely manner. 8. Perform other duties as assigned by supervisor. Reporting lines: Reports to the regional UBTS Medical Officer but work closely with regional BDR officers and branch field officers. Remuneration: Annual gross salary UShs 4,881,600. c) Data analyst 1 post to be based in Kampala - URCS headquarters. Requirements: A Ugandan National, with a degree in computer science, demography, bio-statistics or its equivalent. Must have at least 3 years experience in handling health-related data, working with an NGO or research institution. Facilitation skills are necessary. Should have proven good Interpersonal skills, self-starter, innovative & creative. Excellent knowledge of statistical computer packages specifically; Epi-info, SPSS and ACCESS. Should be able to meet tight deadlines and able to communicate at all levels. Job Objective: To advise upon and provide technical expertise for blood donor recruitment project, in areas of data base design, data collection, information management and dissemination. Building the capacities of URCS personnel in management of information systems.. Responsibilities: 1. Provide technical advice, establish and manage the URCS database, focussing on data. 2. Facilitate the creation of data collection tools for URCS component and other relevant URCS data. 3. Build the capacity of URCS personnel for data collection, entry and management. 4. Advise on appropriate computer software packages & computer maintenance systems. 5. Accountable for human, material & financial resources in his/her area of operation. 6. Collaborate and network with UBTS, CDC and other relevant bodies; harmonising & disseminating BDR data. 7. Analyze data and provide situation, quarterly and monthly reports to the immediate supervisor. 8. Carry out other duties as assigned by the supervisor. Reporting lines: Reports to the Deputy Secretary-General. Remuneration: Annual gross salary Ushs 10,621,200. D) Data Assistant / Secretary 1 post to be based in Kampala - URCS headquarters. A Ugandan National, with a degree or its equivalent in secretarial studies, computer sciences and related subjects. Experience in computer data entry, knowledge of SPSS, Epi-info or ACCESS computer packages an advantage. At least 1 year’s experience in handling health related data working with an NGO’s research institute or developmental organisation is required. Should have proven good interpersonal skills, able to communicate at all levels and meet tight deadlines. Job Objective: To support the data manager with data collection, coding, cleaning and entry as well as provide secretarial services to URCS health programme, focussing on BDR component. Responsibilities: 1. Support the data manager with data collection, coding, cleaning and entry. 2. Participate in the creation of data collection tools for URCS BDR component and other Health programme data. 3. Provide professional secretarial services for BDR and other health programme components as assigned. 4. Carry out office administration, handling outgoing and incoming correspondence, filing, handling highly confidential reports. 5. Preparation of programme reports on a situation, quarterly and monthly basis. 6. Carry out other duties as assigned by the supervisor. Reporting lines: Reports to the Senior Health coordinator. Remuneration: Gross annual salary UShs 6,528,000. e) Internal Auditor A Ugandan National, with a degree in Accounting or a member of any Accounting professional body like ACCA, CPA, CIMA, ACA. Experience in computer Accounting software especially Navision Financials is desirable At least 3 years’ experience in handling audit work with an NGO or any developmental organisation is essential. Should have proven good interpersonal skills, able to communicate at all levels and meet tight deadlines. Job Objective To develop, monitor, supervise and maintain an effective Internal control system in order to enable management to ensure that programmes comply with the Financial Regulations of the Society. Responsibilities 1. The auditor will manage the internal control functions of the URCS. He/she will assist the different departments in the URCS ensuring proper procedures are followed and guidelines are respected as to increase the transparency and efficiency of managing available resources. 2. Carry out the financial and systems audit and appraisals. 3. Develop audit plans and programme activities and coordinate / implement them. 4. Vouch and check the accuracy of records verify assets and liabilities and ensure compliance with rules, procedures and generally accepted accounting principles and evaluate the internal control systems. 5. Conduct special reviews or ad hoc investigations in any area required by management. 6. Evaluate the adequacy and effectiveness management control systems. 7. Examine from time to time all records and record keeping systems to establish their effectiveness. 8. Devise effective systems aimed at conserving the society’s assets including protection of funds, properties and prevention and detention of fraud. 9. Carry out any other assignments as may be assigned by the Secretary General. Reporting lines: Reports to the Secretary General. Remuneration: Annual gross salary UShs 13,665,600.
