Applications are invited from suitably qualified Ugandans for the following posts that exist in Ntungamo District Local Government.

Applications must be submitted to the Secretary District Service Commission P.O. Box 01, Ntungamo and not later that 8th November, 2001. Serving Officers should route their applications through their heads of Departments who must be informed of the closing date to avoid delay (when applying, please quote DSC/156/2/2 of 2001). Applications must be submitted in triplicate on PSC Form 3 which may be obtained from t he Secretaries District Service Commissions and Public Service Commission, Farmers House, Kampala. A. Health Directorate: 1. Post: Laboratory Technician Gr. II (3 vacancies) re-advertised). Salary scale: U6 Age Limit: 25 - 30 years Minimum qualifications: - must have a national diploma in medical laboratory techniques from a recognised institution. - Must be licenced by the Allied Health Professionals Council. Duties and responsibilities: - Carry out laboratory tests and analysis and submit reports to clinicians. - Prepare laboratory reagents for use in routine investigations. - Care for and service equipment reguarly - Requisition supplies for health centres, laboratory unit and keep an Inventory thereof. - Any other duties officially assigned. 2. Post: Clinical officer Gr. II (3 vacancies readvertised) Salary scale: U6 Age limit: 25 - 50 years Minimum qualifications: - Must have a Diploma in clinical medicine and community health. - Must be registered with the Allied Health Professionals Council. Duties and responsibilities: - To diagnose, treat and ensure proper management of patients. - To refer complicated cases to the senior clinical officer/ medical officer. 3. Post: Enrolled Midwife (4 vacancies - re-advertised) Salary Scale: U7 Age limit: 25 - 50 years Minimum qualifications: - Must have enrolled midwife certificate from a recognised institution - Must be registered with the Uganda Nurses and Midwives Council. - Should have a patient-focused approach and a pleasant personalities. Duties and responsibilities: - To participate in a continuous nursing coverage onwards/units by receiving reports and effectively handing over to incoming shift. - To provide total care to mothers during pregnancy, identifying high risk cases and provision of health education. - To provide total care to mothers during labour and baby after delivery. B: Directorate of works and technical services. 4. Post: District Water Officer (1 vacancy - re-advertised) Salary scale: U5a-3 Age limit: 25 - 50 years Minimum qualifications: - Should either; (a) Be a graduate in Civil or Water or Public Health engineering or a graduate in water sciences. (b) Post graduate qualifications in water resource engineering or related fields is preferred. Duties and responsibilities: -Cary out surveys to establish availability of surface and ground water resources and their distribution. - Prepare the water supply and sanitation development plan in the district. - Establish the presence and projected water levels and technollogical options for development of various water sources capable of measuring the projected demand. - Maintenance and monitoring of the water supply situation. C: Directorate of production: 5. Post: Agriculture officer (3 vacancies - re-advertised) Salary scale: U5a-3 Age limit: 25 - 50 years Minimum qualifications: - B. SC Agriculture from a recognised University. Duties and responsibilities. - To plan and implement crop extension programme in the sub-county. - Provide training to farmers and subordinate staff, in all crop related activities. 6. Post: Veterinary Officer (3 vacancies re-advertised) Salary scale: U5a-3 Age limit: 25- - 50 years Minimum qualifications: Bachelor of veterinary medicine from a recognised university. Duties and responsibilities: - To plan and implement livestock disease control and livestock extension programmes in the sub-county. - Training farmers and subordinates stes in all respects of livestock related activities. - Reports to the District veterinary officer for technical guidance. - Any other duties assigned. 7. Post: Senior Commercial Officer (1 vacancy re-advertised) Salary Scale: U3 Age limit: 25 - 50 years Minimum qualifications: - Bachelor of commerce (marketing) - Post graduate qualification in a relevant field is an added advantage. Must have considerable technical and administrative experience in marketing and trade work (commercial activities). - Should have well developed interpersonal skills and have the ability to coach and develop subordinates effectively. Duties and reponsibilities: - Responsible to the CAo through the production co-ordinator - Promote trade, strengthen commerce, and ensure effective marketing of quality products. - Supervise the operations of primary societies. - Carry out general administration and management of the sub-sector. - Formulate and advise management on all policy matters plan and evaluate strategies for implementation action. - Any other duties as may be assigned from time to time. 8. Post: Lands Officer (1 vacancy) Re-advertised) Salary scale: U5a - 3 Age limit: 25 - 50 years Minimum qualifications: Degree in law from a recognised University plus a Diploma in Legal practice. Duties & Responsibilities: He/She gives legal and administrative advice to land authority/District council - Act as a land agent in the District for the land controlling authority in the district. - Be responsible to the Chief Administrative Officer. 9. Post: Land Valuer (1 vacancy) Re-advertised Salary scale: U7 Age limit: 25 - 50 years Minimum qualifications: - Diploma in land valuation from a recognised institution. Duties and responsibilities: - To carry out valuation of leasing of Urban and Rural land. - Inspects land and reports to the district land board - Any other duties as may be assigned by the head of deparment. 10. Post: Artificial Inseminator (1 vacancy) Salary scale: U7 Age limit: 25 - 50 years Minimum qualifications: - Certificate issued by Animal (Artificial) Breeding Centre, Entebbe or Makerere University - Certificate in Artificial Insemination techology will be an added advantage. Duties and responsibilities: - Carry out artificial insemination on cows on heat. - Sensitise, teach the farmers heat detection signs in their herds (cows) - Handle, reproductive cases related to failure to conceive. - To teach farmers management of calves born of A.I. Services - Any other duties assigned by the supervisor from time to time. Education department 11. Post: Deputy headteacher Grade I P/S (18 vacancies) re-advertised) Salary scale: U4 Age limit: 25 - 50 years. Minimum qualifications: Diploma in Education from a recognised Institution plus ten years of teaching experience at primary or PTC level. Or Diploma holders who are headteachers in Gr III P/schools or Deputy headteachers in Gr II P/S and previously taught in primary schools/PTCs for at least 5 years. Or Holders of Diploma in Education who are school Administrators/Inspectors of schools who previously taught for at least five years at Primary/PTC level. Higher qualifications will be an added advantage. Duties and responsibilities: - Plan and implement education policies in conjunction with the headteachers - Deputise the headteacher Gr. I 12. Post: Deputy Headmaster Gr. II P/S (23 vacancies) Re-advertised Salary scale: U5a Age limit: 25 - 50 years Minimum qualifications: - Diploma in primary education plus eight (8) years teaching experience in primary schools/PTCs. Or: Diploma in primary schools administration inspectors of schools who previously taught in primary schools/PTCs for at least 4 years. Duties and responsibilities: - Deputise head teacher Gr. II primary school - Any other duties as may be assigned by the headteacher. E. Finance and Planning 13. Post: Population Officer (1 vacancy) Salary scale: U5a-3 Age limit: 25 - 50 years Minimum qualifications: - University Degree from a recognised University either in Sociology, Economics, Geography and or Statistics. - Experience of managing and motivating staff and well-developed interpersonal skills. Duties: - Provide technical advice on population policy laws/regulations - Draw population strategies, action plans for the district. - Collect and Disseminate population data. - Integrate population factors in development planning by collection and analysis. - Increase the understanding of the relationship of population and development - Provide statistical assistance to the district. - Any other duties officially assigned. 14: Principal Finance Officer (chief finance officer) Salary scale: U2 Age Limit: 35 - 45 years Minimum qualifications: Bachelor of Commerce (Hons) from a recognised University majoring in Accounts or finals of professional qualification from a recognised institution ie. CPA, ACA, ACCA, ACMA, ACIS with practical working experience of 5 years either in Government ministries districts or reputable public sector departments. Computer literacy will be an added advantage. Duties: - Responsible to the CAO for the proper and effective control of council funds. - To direct and control the financial resources of the district on all matters relating to the finances of the district. - Manage, control and account for all revenue and expenditures. - Prepare budget estimates, process payments and handle audit queries. - Ensure adherence to Government financial rules, regulations and budgetary provisions. - Ensure timely and effective payments for all goods and services rendered to the district. - Supervise all staff in finance deparment - Perform any other duties officially assigned in accordance with the Local Government Financial and accounting regulation. F: Council 15. Post.: Committee Clerk (1 vacancy) Salary scale: U5c Age limit: 25 - 45 years Minimum qualifications: - UCE/UACE plus a Diploma in Local Government Administration, Diploma in Law or its equivalent. Duties: -Recording of council/committees minutes and making the necessary follow-up of council resolutions as assigned by the clerk to council. G: Management 16. Post: Principal Personnel Officer (1 Vacancy) Re-advertised Salary scale: U2 Age limit: 25 - 50 years Minimum qualifications: Bachelor of Arts (Hons) Degree from a recognised University in Social work and social administration or B. Com (Management option) or other Social Sciences with personnel management as one fo the subjects. A Diploma in Human Resource Management or membership of a relevant professional body will be added advantage. Should have at least three years working experience as Senior personnel officer or equivalent rank. Should be knowledgeable of Civil Service regulations governing personnel management. Should have developed interpersonal skills and capable of working as both a member of the District’s management team and a motivator of a small professional team with ability to coach and develop subordinates effectively. Duties: - The Secretary District Service Commision shall be the head of the District Service Commission Secretariat and shall be responsible to the District Service Commission in the performance of his/her duties. He/She shall be responsible for the day-to-day Administrtion of the District Service Commission and shall in that behalf take the minutes of the commission and keep all records of the commission. - He/She shall be the Chief Tedhnical Advisor to the DSC on matters pertaining to Human Resource management. The Secretary DSC shall prepare DSC Budgets for approval and shall control its vote. He/She shall prepare and draft quarterly and annual reports to the District Council on the performance of the DSC as required by law. Do any other duties officially assigned. 17. Post: Telephone Operator (1 vacancy Re-advertised) Salary scale: USS3# Age limit: 25 - 45 years Minimum qualifications: - UCE plus some experience, in telephone operations. Duties: - Maintenace and operation of the installed intercom unit. -Receiving and guiding callers plus other officially assigned duties. H: Community Based Services 18. Post: Probation and Welfare Officer. Salary scale: U5b-4 Age limit: 25 -50 years Minimum qualifications: - An Honours Degree in social works and social administration or B.A (Hons with social Administration as a subject). Duties: - To be the overall in charge of a welfare area. - To administer and control staff. - To carry out inquiries in connection with Juvenile Offenders. - To carry out prisons welfare and collection of statistics. - To undertake after care of ex-reform and approved school clients. - To liaise with voluntary agencies (NGOs) and other authorities. - To train staff below him/her.
