Ngime has been in a court battle with Mbarara Municipality MP Winnie Byanyima over the results of the last parliamentary elections which he lost. Former RDC Lira Joseph Arwata replaces him. In the reshuffle announced by the minister for the Presidency, Prof. Gilbert Bukenya, at a press conference, Museveni also retired 13 RDCs and their deputies and appointed seven former MPs, including a former state minister, Max Omeda who goes to Gulu. Former MPs are Deo Kayongo (Kayunga), Charles Egou (Lira), Bartile Toskin (Mayuge), Tezira Jamwa (Kapchorwa), Clement Kandole (Kamuli) and Charles Rwabuhinga (Sironko). Museveni also appointed Mukono LC5 chief Kiwanuka Musisi new RDC for Kampala replacing Cranimer Kalinda who moves to the Movement Secretariat. Also appointed Radio Uganda veteran journalist Mpimbaza Hashaka as assistant RDC, Nakawa. During the parliamentary campaigns Museveni advised Hashaka to quit the race in favour of the incumbent Medi Kaggwa who lost the seat. The Kampala Movement chairman Nyombi Tembo, who was asked to drop from the race in favour of Tom Kayongo for the Rubaga north seat, goes to Busia. Bukenya said the appointments were intended to promote RDCs who have excelled and others to implement the President’s election manifesto. He urged the RDCs to start their duties seriously. “We are going to effectively monitor their performance. We will have regular appraisals of their performance and those who fail to satisfy the appointing authority will be asked to try their talents elsewhere,” Bukenya said. He was flanked by Museveni’s private secretary Moses Byaruhanga, Movement Director of Information Ofwono Opondo and the Permanent Secretary in the President’s Office, Dr. Ben Mbonye. Bukenya said the appointments reflected national character and were based on professionalism, ability to mobilise and conceptualise government programmes. Controversial former RDC for Bugiri Naava Nabagesera has been transferred to Jinja. Five senior RDCs assigned new duties at the Movement Secretariat are; Philemon Eriko formerly of Adjumani, Sarapio Karashani, Zedekiya Karokora, Kalinda and Charles Opio. The President also appointed four former RDCs to the foreign affairs service. They are Arthur Katsigazi, Ngime, Alhajji Asadu Lutale, Rose Mutonyi and Wilson Wamimbi who was once Uganda’s High Commissioner to Canada. Sources said the four are tipped for ambassadorial posts. RDCs and deputies recalled to President’s Office are Simon Mulongo, Charles Rwomushana, Faith Rweihanga, Polly Tumwine, Godfrey Guloba, Hussein Tagwaiko, Samuel Alimundabira and Paul Odauk. Hoima district LC5 chairman Kizza Rwebembera is now Tororo RDC. Bukenya said the districts of Moyo and Ntungamo would remain vacant for the time being. Eight RDCs, three deputy RDCs and two assistant RDCs were retired. He did not name them saying he would talk to them individually. But The New Vision learnt that they are Bushenyi RDC Christopher Iga, Florence Kalule, Matthias Akabwai, Albina Opio, Peter Akure, Alex Apecu, Maumbe Mukwana, P. Katamba and Patrick Orita.
