Oh, Kampala!

SIR— I am a regular visitor to Kampala city; but I do not envy those who live there. The reason is that stench and the unhygienic heaps and heaps of rubbish in the city. Surely, with a fleet of 15 lorries as the mayor, Ssebaana Kizito, has reported, there would be a sign of some work being done. But wapi? Let him be seen as delivering services.
