Jamwa on 10-year ban from public office

DAVID Chandi Jamwa, the former NSSF managing director, has been sentenced to jail for 12 years and barred from holding any public office for 10 years for causing NSSF a sh3b financial loss.

Justice J.B. Katutsi, who passed the sentence, said corruption had become a cancer that the UN had made calls to have it stamped out.

“You decided to deprive the workers of sh3b in 21 days. It is common knowledge that these workers cannot access their contribution until they are 50 years. Did it not appear to you as odd that those you had mandated to sell became the purchasers within 24 hours of the mandate?

“There must have been something sinister beneath this pretence of innocent dealing. I have no regret sending you to jail, greed must be punished,” Katutsi said as he sentenced Jamwa.

Jamwa looked downcast as the judge read the sentence. His wife and relatives sat quietly away tears.

Katutsi also attacked the Inspectorate of Government for what he called selective prosecution, saying it was clear Jamwa did not act alone.

“My quarrel with prosecution is that others should be here but they brought only you. This selective prosecution must be condemned. Whoever is behind it must be condemned,” Katutsi said.

Katutsi, rejected submissions by David Mpanga, Jamwa’s lawyer, for a lighter sentence.

Mpanga pleaded that his 40-year-old client be given a lighter sentence because he had no criminal record.

Mpanga also said Jamwa was married with six children and four dependants.

He argued that his client was misadvised by the investment analyst and as a result he made a very bad decision and that there was no evidence to show that he was motivated by personal gains. He pleaded that a long sentence would not act as a deterrent but an act of revenge.
