COUNCILLORS in Kiyunga district have petitioned the local government ministry in a bid to kick out the LC5 chairman ,Sam Kakyada, over incompetence.

Led by the chairman of the general purpose committee, Dan Kibira, a section of councillors sat on February 11 to draft the petition.

Kibira told journalists on Wednesday that councillors had been angered by the district speaker’s continued failure to convene the council.

“The district chairman is also the acting speaker and this only makes matters worse. Imagine, we last sat on August 19 last year to pass a sh8b budget,” Kibira said.

He said since there was only sh2.5b remaining on the district account, the LC5 chief should have convened the council to explain how sh5.5b was utilised.

“It contravenes the local government regulations for the district chairman to operate without regularly updating council. That is why we are seeking a vote-of-no-confidence in our chairman,” Kibira said.

Kiyunga, formerly Luuka county, was curved out of Iganga district on July 1 last year.

Kakyada said he received a strongly-worded letter about the current standoff from the permanent secretary of the local government ministry on March 4.

“I replied the letter on March 11, calling on the ministry officials to rightfully guide the councillors. It is just Kibira and three other councillors interested in the so-called vote of no confidence and they cannot win as a minority,” Kakyada noted.

A source at the district revealed that the current standoff could be a continuation of the infamous political fight between Kakyada and former Luuka MP Meddie Mulumba.

Kakyada recently spent a weekend in jail for reportedly masterminding the burning of the district NRM office after botched party primaries in which Mulumba (also district NRM chairman) had emerged winner.

“Each of them openly promised to bring the other down politically,” the source said.
