Museveni to appoint 76 ministers

THE National Resistance Movement caucus has endorsed a proposal by President Yoweri Museveni to appoint 76 ministers.

THE National Resistance Movement caucus has endorsed a proposal by President Yoweri Museveni to appoint 76 ministers.

The out-going cabinet has 70 ministers.

NRM Chief Whip Daudi Migereko, who chaired the meeting held at State House Entebbe yesterday, said the President had requested them to increase Cabinet ministers from the current 26 to 29, while state ministers would increase from 44 to 47.

The president intends to split some ministries to create new portfolios for Justice and Constitutional affairs and Kampala Capital City affairs.

Migereko said the President also intends to appoint state ministers for Bunyoro, Teso and East African Community affairs.

The proposal to vary the number of ministers is expected to be presented to Parliament, which reconvenes at 10:00am this morning.

The Constitution says the number of ministers and state ministers shall not exceed 42, except with the approval of Parliament.

The caucus also endorsed members to represent it on the Parliament’s appointments committee.

They include Mathias Kasamba (Kakuuto), Rose Namayanja (Nakaseke), Patrick Nakabale (youth), Fred Omach (Jonam), Rebecca Otengo (Alebtong) and Achila Margaret Alepa (Kotido).

Others are Milton Muwuma (Kigulu), Saleh Kamba (Kibuku), Safia Nalule Juuko (PWD), Victoria Rusoke (Kabarole), Hood Katuramu (PWD) and Kasirivu Atwoki (Bugangaizi West).

Also on the same committee is Paula Turyahikayo (Rubabo), Christine Aporu Amongin (Kumi), and Gen. Elly Tumwine (UPDF).

The President said he considered gender, regional representation and religion while making the selection.

The committee is presided over by the Speaker and also includes the Deputy speaker as a member.

Opposition parties would also choose five members to represent them on the committee.

The committee is responsible for vetting people appointed by the President for the different posts in government such as ministers, commissioners and Judges and sits in camera.

The committee has rejected presidential nominees on very rare occasions.
